The Lake Cumberland Breakaway Project is a group of community volunteers working to give drug and alcohol abusers a place to go when they have no place to go, to provide a central helpline of available resources and to assist in the education of youngsters about the desolate hopelessness of addiction. The Russell County Public Library’s earliest record of establishment dates back to 1945. Although very few records were kept during this period, services began expanding in 1954 when Russell County was given a T4-871 Bookmobile, donated by the International Harvester Company, and driven by the county’s first Librarian, Mrs. Elizabeth Phelps.
In 1956, a room in the basement of the Russell County Court House Annex was rented as a place to conduct a Story Hour program, and with many of her own materials donated for the public’s use, Mrs. Phelps singlehandedly kept the Library open three days a week and drove the bookmobile three days a week.
On June 12, 1965, the Russell County Public Library District was officially formed by a petition of register voters, and in 1967, the Library moved to its newly constructed building located one-half block from the Court House Square in Jamestown. The first Board of Trustees members for the new district included Mr. Othello Gaskin, Mrs. Christine Blair, Mrs. Joyce Akers, Mr. Kenneth Hadley, and Mr. Kenton Cooper. Mrs. Elizabeth Phelps continued to serve as Librarian until 1970.

Alcohol and Other Drug Abuse Treatment Services
Substance abuse and addiction are health disorders affecting the lives of millions of men, women and children world-wide. The heavy human, social and economic cost resulting from these problems can be seen all around us in the lives of friends, neighbors, family members, co-workers, employers… These conditions have no boundaries with respect to race, age, educational, vocational or socioeconomic status.
Like all other health disorders, effective treatment is conducted by a trained professional and begins with a comprehensive diagnostic evaluation. The evaluation produces information which the clinician uses to develop a course of treatment designed specifically for each individual client.

Child and Family Services

CHILD AND ADOLESCENT (C&A) CLINIC
The Child and Adolescent Clinic provides specialty group and family therapy, Attention Deficient Disorder (ADD) counseling, psychological testing, and medication monitoring services for children and adolescents up to age 18. In addition, the Clinic serves as a liaison with school systems.
IMPACT Services provide collaboration between families and other significantly involved agencies to strengthen community resources in order to allow a child with severe emotional disability to remain in the home or least restrictive environment.
Human Development Services
Human Developmental Services provides services for individuals with intellectual or developmental disabilities. This division gives to those whom it serves, a foundation and basic building blocks to address their disabilities.
